A CMR policy covers the carrier's civil liability. It is the carrier's obligation towards the cargo owner. Cargo insurance, on the other hand, covers the cargo value directly and is intended for the cargo owner (sender or receiver). Both policies can complement each other and provide complete shipment protection.
